For further information contact Southwestern PA Legal Services, Inc. at 1-877-725-4472 or Dept. of Housing and Urban Development at 1-888-799-2085 Legal: August, 31 2015 NOTICE OF PUBLIC HEARING FY 2015 CDBG PROGRAM COUNTY OF LAWRENCE, ON BEHALF OF SHENANGO TOWNSHIP, UNION TOWNSHIP AND ELLWOOD CITY BOROUGH The County of Lawrence will conduct public hearings on its 2015 Community Development Block Grant (CDBG) on Tuesday, September 8, 2015 at 8:00 a.m. at the Lawrence County Government Center, 1st Floor, Commissioners Meeting Room, to obtain citizens’ views, comments, and to elaborate on the proposed use of approximately $240,000 for the County of Lawrence; approximately $100,000 for Lawrence County on Behalf of Shenango Township; approximately $100,000 for Lawrence County on Behalf of Ellwood City Borough, and approximately $90,000 for Lawrence County on Behalf of Union Township. Lawrence County Commissioners currently utilize these funds for Street Improvements, Single Unit Housing Rehabilitation, and Child Care Services to those that live within the 23 non-entitlement municipalities. The funds that Lawrence County will obtain on behalf of Shenango Township, Union Township and Ellwood City Borough have, in the past, been used for Single Unit Housing Rehabilitation, Street Improvements and Architectural Barrier removal. Individuals are also welcome, upon request, to examine records and comment on the past five year’s use of CDBG funds, as well as the County’s three year activity plan. The purpose of the Public Hearing is to discuss the Community Development Block Grant (CDBG) Program in general: the needs of the County; and the County’s performance under the previously funded CDBG Program Years. The County will receive an allocation of approximately $240,000.00 of FY 2015 CDBG funds from the Commonwealth of Pennsylvania; approximately $100,000 for Lawrence County on Behalf of Shenango Township; approximately $90,000 for Lawrence County on Behalf of Union Township and approximately $100,000 for Lawrence County on Behalf of Ellwood City Borough. The 2015 CDBG Program will be administered in accordance with requirements of State Act 170 of 194 and the Federal Housing and Community Development Act of 1974 as amended. At least 70% of the available funds must be used for activities that benefit low and moderate-income persons. The submission date of the application for the use of these funds will be in December of 2015 to the PA Department of Community and Economic Development. The following types of activities may be eligible for funding under the CDBG Program; water and sewer line replacement and improvements; housing rehabilitation; new housing construction for affordable housing activities; construction and reconstruction of public/community facilities; recreational facilities; public services that are new or a quantifiable increase in the level of service; street and road improvements; historic preservation; removal of architectural barriers; code enforcement; economic development; acquisition and relocation; clearance and demolition of property; costs to dispose of real estate; general administrative costs; planning; audit; and preparation of the application. All interested citizens are encouraged to attend and will be afforded the opportunity to provide oral testimony at the Public Hearing, and/or to present written comments concerning the needs of Lawrence County, Shenango Township, Union Township and Ellwood City Borough; proposed CDBG program activities, the prior uses of CDBG funds, as well as, the CDBG Program in general.
