(First Published September 20, 2015) PUBLIC NOTICE The City of Joplin is amending the Community Development Block Grant (CDBG) and Joplin HOME Consortium (HOME) Program's one-year action plan for fiscal years 2008, 2014, and 2015. A submission of this amendment will be made to the U.S. Department of Housing and Urban Development (HUD). The CDBG program sets forth three (3) basic goals to develop viable urban communities: providing decent housing, providing a suitable living environment, and expanding economic opportunities (primarily for low and moderate-income persons). The amount of CDBG funds being received for fiscal year 2015 is $504,288.00 for CDBG and $354,406.00 for HOME. The City of Joplin is an entitlement city for CDBG and a participating jurisdiction for HOME funds, which must be used for activities that benefit low to moderate income persons. The amendment includes the transfer of funding from existing activities planned to other existing and new activities. These include the following: Move $49,758.50 of FY2008 HOME funds obligated to a cancelled HSTCC Homebuyers' Assistance project to a FY2013 ESC CHDO New Construction Project Move a total of $200,750.21 of unobligated FY2014 funds to eligible FY2015 CDBG projects, including: the movement of $165,750.21 to the FY2015 NID IV Sidewalk and Street Improvements Project and the movement of $35,000.00 to fund the creation of a FY2015 Fa ade Grant Program. The Community Development Office is located on the Third Floor of City Hall at 602 S. Main, Joplin, MO 64801. A public hearing will be held on Tuesday October 6th, from 4:00 PM 6:00 PM in the Fifth Floor Study of City Hall at 602 S. Main Street. This meeting will be an open house format. The purpose of the hearing will be to provide an opportunity to comment on the amendments. The public is encouraged to submit comments regarding previously funded CDBG or HOME activities.
