LEGAL NOTICE TO BIDDERS The Town Council ("Council") of the Town of Chesterfield will receive sealed bids for the following project: General park improvements including a splash pad, restroom/mechanical building, concession building, walking path, and miscellaneous improvements. Bids must be filed with: Deborah Dunham Clerk-Treasurer Town of Chesterfield 17 Veteran's Way Chesterfield, Indiana 46017 Bids will be accepted up until 2:00 p.m., Monday, July 30, 2018. All bids submitted by the deadline will be opened and read aloud at a 7:00 p.m. (EST), special council meeting on July 30, 2018, at the Chesterfield Town Hall. Proposals received after the bid opening process has begun will be returned to the respective bidder unopened. The Council will refer all opened bids to the appropriate body for review and evaluation. Plans and specifications will be available digitally from the Clerk-Treasurer's office by request by emailing clerk at ddunham@chesterfield.in.gov A bid, proposal, or quotation submitted by a trust (as defined in IC 30-4-1-1(a)) must identify each beneficiary of the trust and each settlor empowered to revoke or modify the trust. Bids must be submitted on the State Board of Accounts current BID FORM 96 accompanied with provided Alternate Bid Form. A certified check or bank draft drawn on a solvent bank in the State of Indiana, payable without condition, to the Town of Chesterfield, or a satisfactory bid bond executed by the bidder and surety company in an amount not less than ten percent (10%) of the bid, shall be submitted with each bid. Any deviation from the bid documents must be explained by the bidder. The Council shall require each bidder to submit a financial statement, a statement of experience, plans for performing the work, and the equipment the bidder has available to do the work. Each bidder shall be required to comply with IC 5-16-13-11 and the provisions therein, including e-verify laws. The Council will award a contract to the lowest "responsive" and "responsible" bidder. The Council reserves the right to waive any informalities or irregularities, and to reject any and all bids or portions thereof. The awarding of this construction contract for the project will be subject to the Town of Chesterfield having sufficient funds available.
