A coal combustion residuals (CCR) solid waste Tier II application has been filed with the Department of Environmental Quality (DEQ). Applicant: The applicant is American Electric Power/Public Service Company of Oklahoma (AEP/PSO) with a mailing address of 7300 E. highway 88, Oologah Oklahoma 74053. Type of final permit or permit action being sought: The applicant seeks a new permit. Facility location: AEP/PSO's CCR Surface Impoundment is located at the junction of U.S. Highway 169 and Oklahoma Highway 88 approximately 1 mile south of Oologah, Rogers County, Oklahoma. See legal description below.* Activities to be regulated if the application is approved: Operate, maintain, and close a 72 acre CCR Surface Impoundment which currently accepts approximately 10-50 tons daily of CCR solid waste, and various non-CCR waste streams. This CCR surface impoundment is currently permitted under DEQ Water Quality Permit No OK 0034380, which is set to expire midnight on February 28, 2021. Statutes and rules: The DEQ will review the application for compliance with the Environmental Quality Code, including the Solid Waste Management Act, Title 27A of Oklahoma Statutes, Section 2-10-101, et seq., and the rules of the DEQ, Oklahoma Administrative Code, Title 252, Chapters 4 and 517. Permitting procedures explained: Opportunities for public comment on this application will begin when notice is given that DEQ has completed its review of the application and has prepared either a draft permit or a draft denial. At that time, written comments may be sent and a public meeting for oral comments may be requested.
