Audio Record Council Meetings – Fahlbeck stated that back in July we started using digital recordings. At the last meeting, the city clerk forgot to bring the recorder with her. After talking with the city attorney and the city administrator, they decided to establish a policy. What does the council want to set the fee at? Lind feels $15.00 would be fair. Fahlbeck stated that farther down the line, if there are a lot of requests, the fee could be raised. If someone wants a lot of them, it could take longer. Lind questioned who would burn the CDs. Jindrich stated it would be her. Willis feels the money should be in hand when they request a CD. He feels it should be $15.00 per meeting. Moved by Varner, second by Wruck to approve a Resolution Establishing a Policy for Audio Recording of Camanche City Council Meetings. On roll call – all ayes. Ordinance Establishing what Minor Means – the current code classifies a minor as anyone under the age of 17. We need to get things straightened out and it needs to say anyone under the age of 18. Roth read the first reading of an Ordinance Amending Chapter 3-6-3, Item 5, of the Camanche Municipal Code by Changing the Definition of a Minor from Any Person Under 17 Years of Age to Any Person Under 18 Years of Age. Moved by Willis, second by Lind to approve the first reading of an Ordinance Amending Chapter 3-6-3, Item 5, of the Camanche Municipal Code by Changing the Definition of a Minor from Any Person Under 17 Years of Age to Any Person Under 18 Years of Age. On roll call – Wruck, Willis, Lind, and Varner. Roth stated he mailed out letters to attorneys in Clinton and DeWitt. He gave them until November to submit their information. Roth reported that he met with an insurance broker the other day. He talked about a health savings account. He is going to present alternative plans for health insurance. Mayor Fahlbeck read a flyer he was given by Brenda Waldorf. The 12th Annual Poker Run – Pack the Pantry – will be held November 7th starting at 1:00. There is a $5.00 donation and 2 canned goods to participate. Clinton National Bank is accepting cash donations. He wanted to remind everyone of the candidate’s forum, Thursday, October 22, 2015 at 7:00 PM at Camanche Middle School. Wruck was wondering how many water meters we have. He is working on water rates. Varner informed everyone that the ribbon cutting was today for the new City Hall. The Chamber was impressed with the building. Lind wanted to wish all of the candidates good luck at the forum. Willis informed the council that the frame is broken on a 2009 loader at the landfill. It could cost $50,000 to $60,000. Fahlbeck was wondering what the cost is going to be to the cities. Willis didn’t think there was going to be a cost. Jindrich stated the last of the murals has been delivered. Roth is going to get Bob Edens to put them up. Charlie Blount stated he couldn’t hear what Sheryl said about the unfair labor practice. Fahlbeck stated he talked with Art Eggers and the prohibitive practice was not illegal but it was invalid. Willis stated the unfair labor practice complaint is still out there. Fahlbeck said the prohibitive practice was filed against him with what he said at a public meeting. After we hired the labor attorney, the city never heard back from the bargaining unit. A day or two later, Art Eggers found the contract agreement to be illegal. Willis stated there was one provision in the contract that was illegal – not the whole contract. Roth explained the retiree health care insurance is an illegal subject of bargaining. The city can provide health insurance to the retirees according to 364.25 of the State Code. The City was providing health care insurance for retirees pre-collective bargaining. Charlie feels Trevor, Paul and Tom are responsible, to some degree, for this illegal contract process. Brian Donnelly stated that the mayor and council members are not obliged to respond to public comments. Personal attacks are something we don’t encourage. Everyone should keep their comments to city business. Charlie wanted to personally thank Mayor Fahlbeck, Wruck and Lind for finding this illegal practice. Roth said many of the employees have been with the city for 20, 30 or even 40 years. He wanted to thank the elected officials for doing the admirable and honorable thing and reached a resolution to continue to provide health care insurance for the retirees. It was decided to not offer this benefit for employees hired after July 1, 2015. Larry Halweg has been asked if candidates have to be tax payers to run for election. Jindrich stated they have to be Camanche residents but there is nothing that says they have to be taxpayers. Tom White was wondering if anything has been done concerning the safety for the kids on 7th Avenue. Houzenga stated that Lodge has talked to the crossing guard. Paula Mess said cars to do slow down when the police car is there. Bob Houzenga said we will get a portable stop sign for that location. Somebody was going to look into flashing stop signs for the crossing guards to hold. Tom White was wondering if we could look into signs like Clinton has – it is a school crossing sign with flashing lights around it. Charlie Blount stated there were attorneys on both sides – they should have known about this illegal practice. The other negotiating committees should have caught this. Paul Willis said that somebody needs to look into flashing signs for the crossing signs – the crossing guard on Washington Blvd. was holding up the sign and you could barely see it. Ken Thomas was wondering what has been done about the sidewalks. Camanche is a hard place to walk. Roth informed him that the city’s sidewalks were to be looked at first and then we were going after the bad ones. We have not abandoned the issue. Mark is still working on the city’s sidewalks.
