RESOLUTION #2015-294 RESOLUTION AUTHORIZING AN UMBRELLA 28E MUTUAL AID AGREEMENT FOR CLINTON COUNTY EMERGENCY AND PUBLIC SERVICES WHEREAS, the Umbrella agreement is not meant to eliminate the existing 28E Agreement, instead cover any gaps among Clinton County emergency and public services; and WHEREAS, the Sheriff desires the Clinton County Board of Supervisors to authorize the signing of said agreement. THEREFORE BE IT RESOLVED by the Clinton County Board of Supervisors that the Board of Supervisors Chairman hereby sign the agreement, which has been reviewed and approved by the Clinton County Attorney. Staszewski, Chairman UNFINISHED BUSINESS GENERAL PUBLIC DEPARTMENT HEADS, ELECTED OFFICIALS AND EMPLOYEES Clinton County Auditor Eric Van Lancker reported for Building Maintenance Manager Corey Johnson that the Administration Building retaining wall project estimates are in and bids have gone out to three contractors. The estimate on the project is $75,000. He also reviewed the Board of Supervisors upcoming meeting schedules. CCJCC Coordinator Margaret Kuhl provided an update on the court system software. She said the CCJCC strategic planning session is set for November 12th. Kuhl added Law Center tours continue. She will be attending a justice workshop for two days this week. DISCUSSION WITH POSSIBLE ACTION Upcoming Budget Process: County Auditor Eric Van Lancker and County Budget Director Lynn Kirchhoff presented the Board of Supervisors with information that some counties will budget departments at 90%. Hamerlinck wants to address the use of the health benefits surplus and believes that strategy may assist in that goal. Kirchhoff reported a rough estimate of valuations appears there will be a very modest increase for the next tax year. Srp and Staszewski are willing to try the 90% strategy. General discussion also included outside agency, library and pioneer cemetery budget funding. Roadside Management Program: County Engineer Todd Kinney presented a report of the Roadside Management program activity for the past season and provided options for the next season. Board of Supervisors agreed to speak with Conservation about moving the Roadside Management program to Conservation. Kinney is speaking with contractors about weed spraying and will provide budget numbers after those discussions. 10:16 A.M. Board of Trustees for Drainage District #7 Repair Work on Lateral D and Repair Request on Lateral B Motion was made by Supervisor Srp to recess as Board of Supervisors and convene as Board of Trustees for Drainage District #7. RESOLUTION #2015-DD7-01 WHEREAS, the Clinton County Board of Supervisors acting as Trustees for Drainage District #7 received a request for repair of the Drainage District 7 (DD7) Lateral D ditch adjacent to the Ellis Mueller Farm Corporation property, and WHEREAS, the Clinton County Board of Supervisors acting as Trustees for Drainage District #7 (DD7) approved the County Engineer's recommendation that the repair is warranted and authorized the Engineer to solicit quotes for the recommended repairs, and; WHEREAS, on October 15, 2015, quotes for the repair work were received as listed below: Contractor Total Quote Dexter Dozing & Scraping No quote A&S Excavating No quote Dan's Excavating & Grading $5,725 WHEREAS, the Clinton County Engineer has reviewed the quotes and recommends the repair project be awarded to Dan's Excavating & Grading. These flood hazard determinations may include the addition or modification of Base Flood Elevations, base flood depths, Special Flood Hazard Area boundaries or zone designations, or the regulatory floodway. Technical information or comments are solicited on the proposed flood hazard determinations shown on the preliminary FIRM and/or FIS report for Clinton County, Iowa and Incorporated Areas. These flood hazard determinations are the basis for the floodplain management measures that your community is required to either adopt or show evidence of being already in effect in order to qualify or remain qualified for participation in the National Flood Insurance Program. However, before these determinations are effective for floodplain management purposes, you will be provided an opportunity to appeal the proposed information.
