(Published In THE TIMES, Mayes County, Oklahoma December 27, 2015) December 14, 2015 The Board of Mayes County Commissioners met in a regularly scheduled meeting with all members present: Ryan Ball, Chairman, Kevin Whiteside and Darrell Yoder, Members, and Brittany True-Howard, County Clerk. The initial notice of the meeting was received in writing December 15, 2014, and the agenda for this meeting was posted on the lower floor of the Court House at 4:30 p.m., December 10, 2015. Ryan Ball called the meeting to order in compliance with the Open Meeting Law and the following business was done: Commissioner Ball led the Pledge of Allegiance. Commissioner Ball said the Invocation. Motion made by Commissioner Yoder, seconded by Commissioner Ball, to approve the minutes of December 7, 2015. Ball, Yes; Whiteside, Yes; Yoder, Yes. OLD BUSINESS: NONE NEW BUSINESS: NONE Motion was made by Commissioner Ball, seconded by Commissioner Yoder, to approve Resolution to deposit $382.39 received from Jacque Herron and $69.57 received from Gordon and Joann Thompson for reimbursement for material for Grandview Circle in District 3. Ball, Yes; Whiteside, Yes; Yoder, Yes. Motion was made by Commissioner Whiteside, seconded by Commissioner Ball, to approve a transfer of $8,000.00 from T-2A, M&O (D-1) to T-3, Capital Outlay (D-1). Ball, Yes; Yoder, Yes; Whiteside, Yes. Motion was made by Commissioner Ball, seconded by Commissioner Whiteside, to approve the following Lease Purchase Contracts: District 1, Freightliner 2016 Day Cab w/dumped, spreader bed and snow plow for $140,833.00; District 3, John Deere 310 SL for $101,351.83. Ball, Yes; Whiteside, Yes; Yoder, Yes. Motion was made by Commissioner Ball, seconded by Commissioner Yoder, to table Supplement Modification from ODOT. Ball, Yes; Whiteside, Yes; Yoder, Yes. Motion was made by Commissioner Yoder, seconded by Commissioner Ball, to allow Salina Fire Department to pay off their fire engine early. Ball, Yes; Whiteside, Yes; Yoder, Yes. Kim Reeves, was present to discuss setting up possible public educational meetings concerning fairground improvements for January 12, 2016 election.  He said they would be happy to provide handouts and signs to spread the word. Kelly Brown let them know he had created a power point that he had been taking to different community gatherings to help spread the word. Ryan Ball wondered if it would be ok to send something home with the kids from school so he will make contact to find out. No Action was taken Motion was made by Commissioner Ball, seconded by Commissioner Yoder, to enter an executive session pursuant to Title 25 O.S. 2011, section 307 (B)(3), for the purpose of discussing possibly purchasing the jointly owned property with the City of Pryor and discussion and possible action on purchasing a tract of land adjacent to the County fairgrounds. Ball, Yes; Whiteside, Yes; Yoder, Yes. Motion was made by Commissioner Ball, seconded by Commissioner Yoder, to enter an executive session pursuant to Oklahoma Statute Ann. Title 25 O.S. 2011, section 307 (B)(1), for the purpose of discussing the employment, hiring, appointment, promotion, disciplining or resignation of any individual salaried public officer or employee, to-wit Wayne Richardson. Ball, Yes; Whiteside, Yes; Yoder, Yes. Motion was made by Commissioner Yoder, seconded by Commissioner Whiteside, to terminate executive session and resume regular session. Motion was made by Commissioner Ball, seconded by Commissioner Whiteside, to give Darrell Yoder the authority to pursue the jointly owned property by hiring an appraiser. Ball, Yes; Whiteside, Yes; Yoder, Yes. Motion was made by Commissioner Ball, seconded by Commissioner Whiteside, to allow Darrell Yoder to negotiate purchase of Fair Ground property. Motion was made by Commissioner Ball, seconded by Whiteside, to approve a Utility Permit Request by RWD #9 to install a 6” water main in a 10” casing across road by cutting the asphalt in Section 17 T22N R22N.
