A Special meeting of the Cincinnati Council was held Tuesday, December 29, 2015 at Cincinnati City Hall at 6:00 p.m. Mayor Pro tem Rick Long called the meeting to order at 6:00 p.m. Council members Wireman, Shady, Long, and Clinkenbeard responded to roll call. McIntire was absent. Communications: City Hall will be closed January 1st. Approve agenda: Shady motioned to approve the agenda; Clinkenbeard seconded; vote: all ayes. Motion carried. Item 5: Public Comments: M. Stewart. Item 6: Public Hearing on authorization to apply for grant from USDA for snow removal equipment. M. Stewart asked why new equipment was needed. Council explained the City does not have a working sander and the plow truck is having mechanical issues. Item 7: Wireman motioned to approve Resol #15-44, Authorize application to apply for USDA grant for snow removal equipment, Shady seconded, vote: Wireman: aye, Shady: aye, Long: aye, and Clinkenbeard; aye. McIntire absent. Motion carried. Item 8: FY2017 Budget discussion: Council would like to see money budgeted for sewer pump repair, storm sewer tops, and culvert work. Item 9: Closed session was not voted on. Council discussed in open session changes to how the Clerk is paid. Item 10: Shady motioned to approve Resol #15-45, Set Salary (Amends Resol #15-35) which changes clerk pay to $14.00/hr instead of weekly starting on January 3, 2016. Clinkenbeard seconded, vote: Wireman: aye, Shady: aye, Long: aye, and Clinkenbeard; aye. McIntire absent. Motion carried. Clinkenbeard would like Clerk to research purchasing a timeclock. Wireman made a motion to adjourn the meeting; Long seconded. Vote: all ayes. Motion carried.
