CCC 1965 AND 1974 ADDITION RESTROOM RENOVATION PROJECT Eastern Iowa Community Colleges (EICC) is accepting bids for its Clinton Community College 1965 and 1974 Addition Restroom Renovation Project, 1000 Lincoln Boulevard, Clinton, Iowa 52732. This is a complete demolition of the existing restrooms including the compartments, toilets, lavatories, urinals, flush valves, faucets, ceiling tile and grid, entry doors and frames, all lighting, and accessories. In addition both addition restrooms will have the terrazzo and or tile floors removed. The 1974 Addition restroom will have some the existing tile walls removed and both additions will have some CMU and or brick wall demolition and replacement. Both addition bathrooms will have all walls and floors prepped to receive new ceramic tile. Walls not receiving ceramic tile will be patched and painted. The 1964 addition restrooms will receive new ceiling grid and 2x2 ceiling tile, with both addition restrooms receiving new LED lights (ceiling and lavatory), new toilets/urinals, automatic flush valves, Corian counters, sinks and faucets, new acrylic restroom compartments, new fixtures (mirrors, paper towel/toilet paper dispensers, hand soap dispensers), new wood entry doors and frames with new automatic openers. Present on roll call: Mayor Vulich; Councilmembers: Gassman, Seeley, McGraw, and Determann. Mayor Vulich convened a public hearing to solicit comments on the City's proposed application for a Community Development Block Grant to the Iowa Economic Development Authority at 2:30 PM. The Council discussed the need for ASAC to reroof its Human Services Campus at 250 20th Avenue North and King House facility at 2219 Garfield Street and make drainage improvements at the Human Services Campus. The application will be submitted to IEDA no later than January 22, 2016. The proposed improvements will be in the amount of $226,379 including construction, architectural services, and administrative fees. The City proposes to use $130,129 of CDBG funds and $96,250 in local funds provided by ASAC to fund the project. Based on the client intake data of clients utilizing these facilities, 92.86% percent of the funds will benefit low-to-moderate income persons. By design, no displacement will occur. If displacement is necessary, the City will comply fully with the Uniform Relocation Act and Section 104(d). M/S, GassmanMcGraw moved that the public hearing concerning the Community Development Block Grant (CDBG) application to provide funding toward the Area Substance Abuse Council/New Directions project be entered into the record. On roll call, Approved 4-0. In discussion before roll call, Mark Schneider, E.C.I.A., presented the Council with the following information: 1. HOW THE NEEDS FOR THE PROPOSED ACTIVITIES WERE IDENTIFIED: The need to reroof the New Directions Human Services Campus and King House facility were identified by their staff and confirmed by two roofing contractors who inspected the existing roof and their deteriorated conditions. The drainage issues at the Human Services Campus were identified by staff and investigated and confirmed by an architectural consultant. 2. HOW THE PROPOSED ACTIVITIES WILL BE FUNDED AND SOURCES OF FUNDS: The City proposes to use $130,129 in CDBG funds and $96,250 in local funds to be provided by the Area Substance Abuse Council to fund the project. Total Project cost is $226,379. 3. DATE APPLICATION WILL BE SUBMITTED: The application will be submitted to meet the January 22, 2016 deadline. 4. REQUESTED AMOUNT OF CDBG FUNDS: The City is requesting $130,129 in CDBG funds. 5. ESTIMATED PORTION OF THE CDBG FUNDS REQUESTED THAT WILL BENEFIT PERSONS OF LOW AND MODERATE INCOME: Income verifications of current clients project that the project will have a 92.86% LMI benefit. 6. WHERE THE PROPOSED ACTIVITIES WILL BE CONDUCTED: The proposed activities will be conducted at two locations; 250 20th Avenue North and 2219 Garfield Street, both in the City of Clinton. 7. PLANS TO MINIMIZE DISPLACEMENT OF PERSONS AND BUSINESSES AS A RESULT OF FUNDED ACTIVITIES: By the design of the application and project there will be no displacement of households or businesses. 8. PLANS TO ASSIST PERSONS ACTUALLY DISPLACED: The City anticipates no displacement; however, the city will fully comply with the Uniform Relocation Act and/or Section 104-d of the Housing and Community Development Act of 1991, as amended, if there is any displacement. 9. THE NATURE OF THE PROPOSED ACTIVITIES: The City proposes to provide CDBG funds to the Area Substance Abuse Council to reroof and make drainage improvements at their Human Service Campus located at 250 20th Avenue North and the King House located at 2219 Garfield St. M/S, Gassman-McGraw moved the Council adopt Resolution No. 2016-019 approving the Area Substance Abuse Council/New Directions submittal of a 2016 Community Development Block Grant (CDBG) Application to the Iowa Economic Development Authority to install new roofs on the Community Services Campus and King House facility and make drainage improvements at the Community Services Campus. On roll call, approved, 4-0. M/S, Seeley- Gassman moved to approve the resolution recommending the appointment of Creighton Regenwether as Street and Solid Waste Superintendent of the City of Clinton, Iowa. . On roll call, Gassman, Seeley, McGraw Yes; Determann No. Motion failed. In discussion before roll call, Council Member Determann stated that he would be voting no until the City has a policy on hiring retirees. Council Member Seeley stated that he participated in the interviews and Regenwether was the most qualified candidate. Council Member McGraw commented that Regenwether was not receiving an early retirement benefit. M/S, Determann- Gassman moved to adjourn to 7:00 PM January 26, 2016.
