Review Correspondence and Claims UNFINISHED BUSINESS GENERAL PUBLIC DEPARTMENT HEADS, ELECTED OFFICIALS AND EMPLOYEES DISCUSSION WITH POSSIBLE ACTION Fiscal Year 17 Proposed Budget Discussion: The Board of Supervisors and County Mental Health Director Becky Eskildsen reviewed the Mental Health Region budget including information on Scott Countys expenditures exceeding their revenue and that amount will be made up from the regions surplus. It was generally agreed the legislature needs to make a change that will allow the larger counties to increase their levy for mental health services. County Budget Director Lynn Kirchhoff then reviewed changes to the budget since the Board last met. Changes included increased expenditures in the Sheriffs Office patrol budget and the District Court budget that were initially left off the budget. The County also received health benefits renewal numbers from Wellmark which came in lower than budgeted by approximately half. Chairperson Srp asked for reconsideration of certain budget items as the fund balance has improved since they last met. It was decided the outside agency funding would remain at the levels previously approved. Staszewski said considering the fund balance, he would like to see non-union wages increased from 2.75% to 3% as was once considered. It was agreed the 3% wage increase would be submitted to the budget and the Compensation Board would remain reduced by two-thirds of the recommendation. It was also agreed to increase the Planning and Zoning budget to consider increasing the salary to work toward comparable pay of similar counties, but the final salary amount will be decided in June. The Public Hearing for the budget was also discussed and scheduled for Tuesday, March 8, 2016, at 1:15 p.m. The following resolution was presented and on motion approved: RESOLUTION #2016-32 WHEREAS, the fiscal year 2016-2017 budget for Clinton County is to be certified by March 15 of each year per Iowa Code 331.434 (7); and WHEREAS, it is required per Iowa Code 331.434 (3) and Iowa Code 331.434 (4) to set a time and place for a Public Hearing on the fiscal year 2016-2017 budget to allow taxpayers to present objections to or arguments in favor of any part of the budget; THEREFORE BE IT RESOLVED by the Board of Supervisors of Clinton County, Iowa, that a Public Hearing be held on March 8, 2015, at 1:15 p.m. in the Board of Supervisors Room, Clinton County Administration Building, 1900 N.
