REQUEST FOR PROPOSALS Sealed proposals addressed to Greater Texoma Utility Authority (Owner) on behalf of the city of Sherman will be received at the offices of the Director of Utilities and Engineering, Sherman City Hall, 220 W. Mulberry St., Sherman TX 75090 between 8 A.M. and 2 P.M. on Thursday August 13, 2015, for furnishing all necessary material, equipment and labor required for the construction of the following project: CITY OF SHERMAN SEARS LIFT STATION RELIEF SEWER Bids will be opened at the offices of The Director of Utilities and Engineering, Sherman City Hall, 220 W. Mulberry St., Sherman TX 75090 beginning at 2 P.M. on Thursday August 13, 2015. The project consists of the construction of approximately 7,300 feet of 12-inch and 8-inch sanitary sewer line and drainage/wall improvements in Sherman, Texas. The work includes, but is not necessarily limited to site excavation, trench excavation and backfill, aerial crossings, sewer line placement, gabion wall, and street repair. The Owner reserves the right to determine the best interests of the Project based upon the Owner’s firsthand experience with or knowledge about Bidders, including information regarding safety records of Bidders provided in the Greater Texoma Utility Authority’s Qualification Statement to be submitted by Bidders. In determining to whom to award a contract, GTUA may consider, among other things: 1. The purchase price; 2. The reputation of the vendor and the vendor’s goods or services; 3. The quality of the vendor’s goods or services; 4. The extent to which the goods or services meet GTUA’s needs; 5. The vendor’s past relationship with GTUA; 6. The impact on the ability of GTUA to comply with rules relating to historically underutilized businesses; 7. The total long-term cost to the GTUA to acquire the vendor’s goods or services; 8. Any other relevant factor specifically listed in the request for bids or proposals; and 9. The safety record of the bidder, of the firm, corporation, partnership, or institution represented by the bidder, or of anyone acting for such a firm, corporation, partnership, or institution. Bidders must submit with their bids a Cashier's Check or a Certified Check in the amount of five (5%) percent of the maximum amount of bid payable without recourse to the Owner or a proposal bond in the same amount. The successful Bidder will be required to furnish not only a performance bond in the amount of the contract, but also a payment bond for the protection of all claimants supplying labor and materials. Contract Documents, Proposal Forms, Specifications and plans are on file and may be examined without charge in the offices of the Director of Utilities and Engineering, Sherman City Hall, 220 W. Mulberry St., Sherman, TX 75090, and may be obtained from Freeman - Millican, Inc., 12160 N.
