(First Published July 26, 2015) Request for Proposal, RFP 2015-10, Affordable Senior Housing Development The City of Joplin ("the City"), Missouri has received funds from the Department of Housing and Urban Development (HUD) through the Community Development Block Grant Disaster Recovery (CDBG- DR) Program to assist with the recovery efforts of the community as a result of the Presidentially declared disaster following the tornado of May 22, 2011. A portion of the funds appropriated to the City from the CDBG-DR grant will be allocated to the proposed Affordable Senior Housing Development Project. The proposed location is situated at the southwest corner of 26th street and McClelland Blvd (see property map as a part of the RFP for identified parcels), consisting of approximately 14.735 acres. The Project's purpose is for the development of affordable senior living options for community residents. The City is interested in the project offering "service-enriched housing priority" services to support the quality-of-life of the Project's resident population. The Project is envisioned to compliment the diverse business, residential, and retail development occurring in the area that is devoted to the growing healthcare and wellness industry in the community. The City intends to procure the services of a Respondent with the capacity to design, build, finance, operate and maintain (DBFOM) the affordable senior housing development. The selected Respondent's ability to collaborate with community stakeholders will be an important factor in the selection process. RFP Respondent acknowledges and accepts that from the Date of Issuance of the RFP until a final decision has been made by the City, it will not take any action, make any effort, or support or engage others on its behalf to take actions to attempt to influence the decision making process for this RFP in the favor of the Respondent. Respondents are highly encouraged to closely review the RFP to fully understand all provisions of the "No Lobbying" requirements of this solicitation. The City makes no representations of any kind that an award will be made as a result of this RFP or subsequent interviews or recommendations.
