(First Published January 17, 2016) NOTICE OF INTENT TO REQUEST RELEASE OF FUNDS Date of Notice: January 17, 2016 City of Joplin 602 South Main Street Joplin, Missouri 64801 417-624-0820 On or about January 26, 2016 the City of Joplin will submit a request to the Department of Housing and Urban Development for the release of Community Development Block Grant Disaster Relief (CDBG-DR) funds under Title 1 of the Housing and Community Development Act of 1974 (PL 93-383) and Public Law 113-2, Federal Award ID# B-13-MS-29-0001 to undertake the following project: Project Title: City of Joplin Wastewater Collection System The activities proposed are categorically excluded under HUD regulations at 24 CFR Part 58 as the sanitary sewer lines to be replaced and/or reconstructed will be retained in the same use without change in size or capacity of more than 20 percent. The purpose of the project is to reconstruct and improve the wastewater collection system in the City of Joplin. The work included in this notice is part of the next phase of the sanitary sewer replacement and includes the following: Renovation of sanitary sewer collection lines and manholes throughout the entire project area, not included within previous projects, that will ultimately make up what will be identified as Sanitary Sewer Collection System Renovations - Phase Two (Renovation Project 4 and Renovation Project 5). These renovations will be completed at various locations throughout the CDBG tornado project area based upon the condition of the existing facilities. Renovations are to include approximately 18,500 linear feet of sanitary sewer line reconstruction, 3,100 linear feet of lateral line reconnections, reconstruction of 165 manholes, and miscellaneous point repairs. Bankers Addition public interceptor sewer which is anticipated to begin in the vicinity of 20th Street and Delaware Avenue, continue west and across Connecticut Avenue to St. Louis Avenue, then generally north and west to just west of Massachusetts Avenue and then extending across Murphy Boulevard into the City park just south of Campbell Parkway. Eastmorland Public Parallel Relief (Campbell Parkway) interceptor sewer which is anticipated to begin on the south side of 20th Street near Maryland Avenue and extend to the east to Mississippi Avenue, cross 20th street to the north and east and then extend to the north and west through the City park generally to the north and east of Murphy Boulevard, across 15th Street to just west and south of the intersection of St. Louis Avenue and Campbell Parkway. West 12th/Harmony Heights Interceptor Sewer which is anticipated to begin in the vicinity of 14th Street and Iowa Avenue, then south to near 20th Street and Iowa Avenue, then along 20th Street east to Indiana Avenue and then generally southeast along and near a drainageway to just west of Kansas Avenue and 26th Street. Professional Engineering Services to complete the design of outstanding items on these projects prior to receiving public bids as well as providing Engineering Services during the Construction phase, and Resident Project Representation Services throughout the duration of the above listed projects. Integration of data into the City's current GIS system that is associated with the sanitary sewer improvements within the project area will also be ongoing. The estimated cost of the funds requested for design and associated construction activities requested is $9,407,539. A large portion of this area was devastated as a result of the May 2011 tornado. An Environmental Review Record (ERR) that documents the environmental determinations for this project is on file at the City of Joplin, Planning and Community Development Department, 602 South Main Street, Joplin, Missouri 64801 and may be examined or copied weekdays 8A.M. to 5 P.M. PUBLIC COMMENTS Any individual, group, or agency may submit written comments on the ERR to the City of Joplin or via email to cdbgdr@joplinmo.org. All comments received by January 25, 2016 will be considered by the City of Joplin prior to authorizing submission of a request for release of funds. RELEASE OF FUNDS The City of Joplin certifies to HUD that Samuel Anselm in his capacity as City Manager consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. HUD's approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the City of Joplin to use HUD program funds. OBJECTIONS TO RELEASE OF FUNDS HUD will accept objections to its release of funds concurrently with the City of Joplin's comment period until January 25, 2016 or for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the City of Joplin; (b) the City of Joplin has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by HUD; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to HUD at Gateway Tower II, Room 200, 400 State Avenue, Kansas City, Kansas 66101.
